Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 17 December 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes
Regular Meeting 3 December 2012, Special Meeting 13 December 2012
Selectwoman Nosal moved to accept the minutes of Regular Meeting 3 December 2012 as presented.  Selectman Sibley seconded the motion.  SO VOTED.  Selectman Sibley moved to accept the minutes of Special Meeting 13 December 2012 as presented.  Selectwoman Nosal seconded the motion.  SO VOTED.

A moment of silence was held in honor of the victims of the Newtown tragedy.  First Selectwoman Reemsnyder sent condolences and acknowledged the people in Newtown including the town officials, first responders, teachers, and families of the victims.  

First Selectwoman Reemsnyder reviewed what the Town has been doing so far in response to what happened in Newtown.  There will be a meeting of the Board of Education on Wednesday at 6:30 PM.  The Selectmen and Police Officials are invited to the meeting.  The public is also encouraged to attend.  Please check the Town website for opportunities to reach out.  


2. Communications – NONE  


3.  Appointments – NONE 
First Selectwoman Reemsnyder will get a list to the selectmen showing where vacancies need to be filled and she encouraged citizens that had an interest in serving on a Board or Commission to fill out an application.


4.  Old Business
a. White Sand Beach Road Plowing – Discussion
This item was tabled until January.

b. Police and Fire Departments Communications Presentation
Officer Thomas Heinssen from the Police Department and Rob McCarthy from the Fire Department spoke to the Selectmen about the interagency radio communication between the Police Department, Fire Department and Highway Department.  Talking between agencies at this time is not possible and poses a problem, especially in emergency situations.  A Radio Committee has been meeting over the past year.  The Fire Department has a good base system and the first improvements would be to bring the Police Department and the Highway Department up to this level. The Committee’s ideas were presented along with cost estimates.  A discussion followed.  This same presentation will be made at the Board of Finance meeting tomorrow evening.

c. Fiscal Year 2014 Budget Update
First Selectwoman Reemsnyder reported that there had been a Special Meeting of the Board of Selectmen on 13 December with Finance Director Nicole Stajduhar, who reviewed the general operations budget with the Selectmen.  Another meeting will be scheduled to review salaries and capital expenses.  First Selectwoman Reemsnyder will ask Nicole if she can meet with them in the afternoon on 7 January.


5.  New Business  
a. Animal Control Officer Resignation
The Town’s Animal Control Officer resigned on 6 December.  The Town is adjusting and the assistants have stepped up to the plate and are helping out.  First Selectwoman Reemsnyder thanked Animal Control Officer Sandy Bannon for the work she has done in the past and wished her luck in the future.

b. One Town, One Book Initiative – PGN Library
First Selectwoman Reemsnyder reported that she had received a communication from Mary Fiorelli, Director of the PGN Library.  Ms. Fiorelli stated that she is hoping to introduce to the Town the “One Town, One Book Initiative Program”.   She is applying for a grant to help with this initiative.  First Selectwoman Reemsnyder sent her a letter stating that the Selectmen would support this idea.

c. Happy Holidays, Happy New Year
First Selectwoman Reemsnyder, on behalf of the Board of Selectmen, wished everyone a very happy Holiday Season.  
 

6. Public Comment - NONE


7. Other Business
First Selectwoman Reemsnyder reported that on 31 December 2012, Building Inspector/Sanitarian Ron Rose will resign.  They acknowledged Ron’s many years of service to the Town.
The next Board of Selectmen's Meeting is scheduled for Monday 7 January at 7:30 PM.

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 8:43 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
